What is an Advanced Practice Center or APC?

The "Advanced Practice Centers" Program was established by the National Association of County and City Health Officials (NACCHO) in 2003 in collaboration with the Centers for Disease Control and Prevention (CDC) to provide local health departments with public health preparedness resources that can be integrated into existing practices with minimal time and expense.

 

The Mission

To promote innovative and practical solutions that enhance the capabilities of all local health departments and the public health system to prepare for, respond to, and recover from public health emergencies.

The San Francisco Bay Area APC

The San Francisco Bay Area APC serves as a resource for the public health community nationwide by developing and sharing tools and materials that will advance public health preparedness. Funded by NACCHO in collaboration with CDC, the San Francisco Bay Area APC represents a partnership between the San Francisco Department of Public Health and the UC Berkeley Center for Infectious Diseases & Emergency Readiness (CIDER).
 

San Francisco Bay Area APC Products

The San Francisco Bay Area APC is developing two toolkits for use by local health departments throughout the country. Learn about the Infectious Disease Emergency Response Toolkit and the Pandemic Influenza Vaccination Implementation Toolkit below.

 

Infectious Disease Emergency Response (IDER) Toolkit  (coming September 2010!)

Preparedness resources often describe what to do but not how to do it. The IDER Toolkit will provide guidance on how to develop and operationalize one NIMS-compliant plan that can serve as an annex to any local all-hazards disaster response plan. Specifically, the Toolkit will contain:

 

  • A Core Plan which describes functions that may be activated to address infectious disease emergencies, including disease containment and epi/surveillance;
  • Situation-specific annexes including respiratory aerosol transmissible diseases, bioterrorism, and biological detection in the environment; and
  • Appendices containing modifiable templates and resources such as job action sheets, organizational charts and public health ICS forms.

Seasonal & Pandemic Influenza Vaccination Assessment (SPIVA) Toolkit  (coming September 2010!)

The SPIVA Toolkit is designed to assist local health departments in conducting surveys and assessments to inform seasonal and pandemic influenza planning and activities.  The SPIVA Toolkit is a public health staff resource for:

 

  • Community Assessment as a Preparedness Tool
  • Survey Management and Implementation
  • Online & Electronic Tools for Community Assessment

ClosedPODPartners.org is part of the NACCHO Advanced Practice Center Innovative Solutions in Public Health Preparedness Project. It is a resource for Businesses, Federal and State Agencies, Colleges and Universities, Faith-Based Organizations and Community Based Organizations that are partnering with their local health department for mass dispensing of antibiotics to their employees, families, clients and the public during a declared public health emergency. ClosedPODPartners.org is a comprehensive resource featuring adaptable tools, including online self-paced trainings, forms, templates, checklists and planning guides. Each of the resources on this site provides a framework for creating and sustaining Closed POD programs, specifically outlining:

 

  • The key details on what planning considerations organizations need to take when choosing to become a Closed POD
  • How organizations should set up their Closed dispensing site
  • What paperwork they should use
  • How they should report on progress
  • How they should request more antibiotics
  • How they should train dispensing staff
